NATIONAL ARCHIVES AND RECORDS ADMINISTRATION (NARA): An electronic way for veterans and their families to request records and for federal agencies to recall records to provide services

Challenge: NARA serves as the nation’s record keeper, holding federal records dating back to the American Revolution. Each year, NARA receives about 1.1 million records requests from veterans and their families in order to access benefits. They also receive nearly eight million records requests from over 400 federal agencies to verify information in order to provide services. Nearly all records are available only on paper and stored in facilities across the country. COVID-19 put significant pressure on operations, limiting onsite processing capacity and creating a backlog of hundreds of thousands of requests.

Approach & Outcomes: With TMF support, NARA replaced an unreliable legacy system with a modern SaaS solution. By eliminating the hardware-based system and unsupported software, NARA now has greater capacity to process transactions in a secure, cloud-based, and cost-effective environment. This modernization addressed technical debt in a mission critical system, while ensuring that veterans and their families can easily request and receive their records online.
