Since June 2, 2026 Thomas Flagg has joined the Office of Management and Budget as the Deputy Federal Chief Information Officer. Prior to this, from October 2024, he served as the Chief Information Officer for the United States Department of Education where he governed the $1.6B IT portfolio across 17 principal operating components. He brings more than two decades of business and information technology experience across the private and public sectors. He became a member of the Senior Executive Service in 2020 upon appointment at the US Department of Labor. There he served within the Office of the Chief Information Officer as the Director of Business Application Services (BAS) and the Director of the Directorate of IT Operations and Services (ITOS). As BAS Director, he led teams of three executives and approximately 120 federal and 600+ contract staff to build and deliver business applications to the 26 DOL subcomponent mission agencies and the public. As ITOS Director, he led his management team in setting the strategy, vision, and direction for DOL’s IT operational plan and collaborating to meet the needs of the 26 serviced subcomponent agencies. Through his team of over 100 federal staff and hundreds of contractors he directed the implementation of all IT operational department capabilities. He was instrumental in DOL’s Enterprise Shared Service consolidation activities, leading the integration of over 22 subcomponent agencies under the authority of the CIO. This effort improved DOL’s Enterprise Architecture, Governance, and Procurement Strategies and saved DOL significant IT expenses by more efficiently using IT resources. He also received the Service to the Citizen Award for leading IT Operations for the Department of Labor during the COVID-19 pandemic, which ensured minimal downtime for DOL staff as Labor transitioned to 100% telework.
Prior to joining the Senior Executive Service, he served at the Department of Labor (DOL) in three distinct roles: Director of IT for the Wage and Hour Division (WHD), Senior Advisor / Supervisory IT Specialist to the Director of IT within the Office of Workers’ Compensation Programs (OWCP), and Branch Chief of the Program Management Office of the Employment and Training Administration (ETA). Before converting to federal service, Mr. Flagg held several government consulting roles with small businesses. Before government consulting, he also worked in the private sector at RecordedBooks (the largest recorded audio platform at the time) and two startups, ZonaFinanciera and Health Objects (acquired by NeighborCare-Genesis Health Ventures and later OmniCare). During his time at Howard University he gained his private sector grounding at Intel Corporation as a web-based systems engineer. Upon graduation, he transitioned into management at the telecom giant GTE (prior to the Bell Atlantic merger creating Verizon). Mr. Flagg holds a Bachelor’s Degree from Howard University in Mechanical Engineering and a dual degree Master of Business Administration and Master of Information Systems Management from the Robert H. Smith School of Business (University of Maryland College Park).
