Mark Gray serves as the Chief Information Officer, Chief Data Officer, and Chief Artificial Intelligence Officer at the Federal Trade Commission (FTC). In this role, he leads the agency’s enterprise technology, data, and AI strategy, advancing innovation, operational excellence, and responsible AI adoption across the Commission’s mission areas. Mr. Gray joined the FTC in 2020 following a 26-year career in the U.S. Army, where he held senior leadership roles in Information Technology, Logistics, and Healthcare. As a Department of the Army civil servant, he led modernization efforts for the Army’s financial information systems. Throughout his military service, he directed large-scale IT and organizational transformations across the Army and Defense-wide, including deployments to Iraq, Afghanistan, and Africa.

Mr. Gray brings deep expertise in digital modernization, data strategy, cybersecurity, and enterprise IT operations. He has recently expanded his leadership to include artificial intelligence governance, ethical AI implementation, and enterprise readiness for emerging technologies.

He holds a master’s degree in Strategic Intelligence from the Joint Military Intelligence College and a Bachelor of Science in Computer Science from the University of Notre Dame.
